save images and docs as fax files

A party I deal with will only recieve files as email attachments in a fax
format. How can I save scanned images and documents as fax files without
sending a fax?

Well as 'fax format' depends on the fax software used, you might first find
out what Fax software they are using.
You might also enquire as to whether your understanding their requirement
correctly, it all sounds very bizarre.

If you're using MS Office 2003 install the optional
MS Office document imaging writer and use File=>Print
from Word, select the Writer as your printer and print
as a TIF file.

Bob,
I take it tif is the default fax format? This requirement seems odd to me
but correspondent requested that I use e-fax to send doc's back to myself in
fax format then forward the fax files to them, I'm just looking for a more
efficient way to comply with their request for minimal file sizes.

FWIW, the G4-TIF format (Group 4 tagged info file) is the normal fax
compression.
