'Save Link' at PWA Project Center by Admin

There's a build-it feature to save a custom view in the Project Center by
pressing the "Save Link..." Buttom.
Can the Admin set a predefined links for all of the users?

It can't be preset. The whole point of this link is that a user can tweak
the set of pre-defined reports, so that a report is unique to the user.

Is this capability anywhere in PS 2007? Quick Launch appears to be
controlled by an Admin, and not by individual users?

The "Save Link" feature has been removed in 2007. Some properties of the
pre-defined views can be changed (i.e. column ordering) and maintained
permanently by the individual user but there is no option to save a view as
a link as there was in 2003.
