Saved Message appears in Inbox instead of Drafts

Sometimes when a message is saved it will appear in the Inbox instead of the
Drafts folder. Eventhough the setting to save unsent items is set to drafts.
I know that others have had this issue. Any suggestions are causes for it?
Also can anyone point me to a TID that addresses it so that I may show that
it is a known issue.
