Scrollbar quirk

I had a OneNote 2003 SP2 page that had a persistent horizontal scrollbar for
no reason that I could figure out. The only content on the page was a
single text block in the upper left corner, fully visible with lots of
whitespace around it. There was nothing to scroll to on the right side of
the page, but the scrollbar wouldn't go away by scrolling or resizing the
window.

I finally figured out what had caused it: I had dragged my text block a
little too far to the left. Moving the text block to the right until it was
basically underneath the Title block in the header made the scrollbar go
away.

Just a minor usability/confidence issue. I wasted a bit of time trying to
figure out what was wrong with my page that caused this "permanent"
scrollbar to appear when there was nothing to scroll to. Clicking the left
arrow in the scrollbar should have put my text in the right place and caused
the scrollbar to go away.
