Searching Contacts for Email Address

I am working with Office Deployment and our user's installation of office,
as well as mine, is not finding a contact that is in Outlook Contacts and
not in the GAL. I'm trying to include the local contacts in the search order
but I do not have contacts as an option.

Address Book --> Tools --> Options does not have an option for Personal
Contacts. To enable is as an option, MS Support indicates I should enable it
through the Local Contacts Properties on the Address Book Tab. However, this
option is not enabled, yet grayed-out.

Due to the popularity of mobile devices and non-GAL contacts, I need to be
able to search the local contacts.

I have one installation of office where this is working as the users desire,
but two other installations (on my PCs) where it is as described above.

We are using an MST to configure Office and specifically Outlook and one
consistency I am seeing is that the installations where enabling Contacts in
the search list are my managed deplyments. The one where is is in the search
list is a manual installation. Unfortunatley, I could not find this options
using the MST editor/creator.

Any suggestions?
