Hi Jacky
First, let's look at the heading numbering. Try selecting each heading, then
do ctrl-q and ctrl-spacebar. That will take out any direct formatting,
leaving only the formatting of the underlying style. Does that improve
things.
If that doesn't solve the heading numbering problem, then it's possible you
have tracked changes in your document, which you can't see.

Now for the page numbers. It's possible that the word "section" is being
used with two different meanings here. Word has a thing called a section
(you can see which Word section you're in by looking at the status bar).
Word can display the number of pages within a section. To do that, do View >
Header and Footer. Press Alt-F9 to display the field codes. It will say
something like Page {PAGE} of {NUMPAGES}. Change NUMPAGES to SECTIONPAGES.
Bear in mind that Word's sections are marked off by a section break, not by
a heading that says, say, "Section 2".

section numbers that are skipping , there are only 4 sections, but the
headings are section 1, section 2, section 6 and section 16. I think this
probably has something to do wih the page numbering problems I am seeing,
but I have no idea how to correct this. This is the document they want me to
use as my standard, trying to re-create it with proper formatting is not
within my scope of employment, but I know fixing it now and understanding
what is happening will save me a lot of aggrevation later. Any advice or
ideas are greatly appreciated.
