Is there a way to protect a section of a document such as the footer and
require a password to make changes?

(Despite the title, the macro there protects both headers and footers.)
Apply the password to the macro project.

As with any macro solution, you do of course have to hope that the user will
allow the macro to run. Ultimately there is no way to protect the content of
a document that you allow someone to view.
