Is there a way in outlook 2003 to set the mail settings as an
administrator and prevent the user from adjusting them?

i want to have a users emails forwarded to an additional address and
prevent the user from stopping this or adjusting this?

That's the sort of thing best handled at the server level. Outlook would do
it with rules, which of course, the user can manipulate.
