Security Permission Locks

Everything was set up a four years ago using the Access 2000 by someone else,
then another Computer EXPERT(?) Installed Access 2003. For the last four
years we have used the Access 2000, because the Access 2003 was not installed
properly or so I think, because there was some of the database on 2003 and
some on 2000, but not all of it on one. No one seemed to know how to take
care of this, so I kept using the 2000. Everything for Access 2000 was
working great until recently.
Now when I open Access a window comes up [microsoft office access cannot open
C:\Access Data\DBfile\db1_backup.mdb due to security restrictions. Security
setting restricts access to the file because it is not digitally signed] I
cannot open my original data base.
Folder Name reads: DBfile
Properties: db1
Location: C:\Access Data\DBfile

***I have never had to do anything to the program before, that is why I am
ignorant to all of this, but I do want to learn, so that this does not happen
again.
