Our business is restricted to a certain "territory" that we can sell to. Can
I create a login page that starts with a preliminary question of where do you
live? Then based on the answer have non-qualified users directed to a page
where I can create suggested links, and qualified users get to continue with
obtaining a username an password to access the site and order?

How do you tell if somebody is lying about where they live?

I've developed several different types of membership systems. If your
website(s) are hosted on the Windows platform I suggest you consider working
with a web developer who can help you implement the ASP.NET 2.0 Membership,
Roles and Profiles system.
