Security Warning on startup

I created a Switchboard to give my users a nice clean startup but we all get
a Security Warning: "this file may not be safe if it contains code that was
intended to harm your computer.
Do you want to open this file or cancel the operation?"

How can i stop this dialog box from popping up?

a) call up Microsoft and flame the **** out of them for handicapping
Access
b) Excel doesn't double-prompt people
c) Excel viruses = 100,000 strong
d) Access viruses = 2. Never a single infection anywhere
