send an updatable link of the form by email

I am not sure as to how to design this. I have tried several ways. I have a form with all fields populated with the users inforamtion once signed in. But I need to validate it if it is approved by the manager using a signature or...
what 's the best way. Create a link or email the link?

appreciate help new to access but trying to learn!!!
