Send and receive button not working

When I click on the Send/Receive button, nothing
happens. The way I can send & receive mail is by going
to TOOLS and then ALL ACCOUNTS.

Outlook also fails to send/receive automatically, even
though it is configured to do so.

Grateful for any advice!
