send as plain text not working

I have several contacts who have Eudora, Hotmail etc and I have set
their send preference to send as plain text. But when I create a new
email it obviously defaults to HTML format. What I don't understand is
if I use the "create new message to contact" menu option for one of
these contacts I still get the default HTML format, not a plain text
format.

It would be really nice if Outlook actually checked the setting and
depending whose email address is in the To: field it would send the
correct format. Even smarter would be if it sent the right format to
users in a list of email addresses.

I'm using Outlook 2002.

Thanks for any help with this annoyance.

do the messages arrives as html or plain text? The format in the compose
window doesn't really matter - outlook *should* strip the HTML part off when
it sends the message to people marked as plain text only.
