Send email with SSL in Outlook 2007

The settings for configuring my email account in Outlook 2007 are identical to the Office 2003. But I cannot send the email in the Outlook 2007. The error is as below.

Both incoming and outgoing email servers are supposed to be encrypted with SSL, but I keep getting the error

I have changed with different ports.

"Your server does not support the connection encryption type you have specified (SSL). Try changing the encryption method. Contact your mail server adminstrator ISP for additional assistance."

After choose "none" in the drop-down list in the outgoing server. (without SSL). The email cannot be sent.

How can I send the email under SSL?
