Send on Behalf of

I am at a loss. I have given a user Send on Behalf of
rights to another users email, but when she sends the
email to me it only says her name not "Sent on Behalf
of". What am I missing.

Is she typing the name of the other person in the from field?

Yes. She is typing the person name that she wants to send
on behalf and my name in the to field

By "her name" then you mean the name of the person being sent on
behalf of and not the person sending? Does the user also have send as
permissions? Where were the send on behalf of permissions granted? In
ADUC or in Outlook?
