Send Pictures via E-mail dialog box missing

Hi, I've recently reinstalled Outlook 2003, and now when I try to email photos from 'my pictures' the "Send Pictures via E-mail dialog box" doesn't appear, so I'm unable to make them small enough to email. Any ideas where it may have gone to?
