send/receive behaving erratically-Outlook 2002

When outlook opens, sometimes under Tools there are no
listings for send/receive selection or the second one
allowing creating/editing of groups. When the listings
do show and I try to creat or edit a group, I receive a
message that "operation failed". My wife's e-mail
account never shows up even when these listings are
available and in editing of e-mail accounts, the accounts
can not be changed as to which is on top or default. Her
account is not checking for messages. Any ideas or do I
have to uninstall and reinstall Office XP Small Business
Division?
