Send/Receive Dialog box in outlook 2002

I have an issue with the Send/receive Progress Dialog box
in Outlook 2002. I have selected the options to "dont
show send/receive dialog box" and I do not have the pin
activated but this dialog box still appears.

Any suggestions as to why this occurs and how to rectify
the problem.
