send receive not working consistently under 2003

I am in and a number of users are having problems using
Outlook 2003 send/receive.

The outlook client is running the latest service packs.

When employees hit send/receive/F9 it does not always
send/receive all the folders setup for send receive.

The employee has to go to the individual folder and hit
shitft F9 and that individual folder will send/receive.

This happens when employees run in disconnected mode.

Has anyone seen this or know how to get send/receive to
work properly?
