Send/Recieve button does NOT work

I can go to tools and accounts and test my
settings...everything completes and sends the
email...HOWEVER in outlook when i hit the send/recieve
button, computer tells me operation failed. I have
unistalled and relinstalled office XP to fix but ot no
avail. I am running XP Home
