Send To button disappears on report toolbar

Hi all,

I have a custom toolbar for reports that I've added the Send To button to.
This works great when I open the database in Design mode and test the reports.
However, when I open the database for the end-user, the Send To button is
missing on the report toolbar. In Startup options, I have Allow Full Menus
unchecked. If I check that option, the Send To button will appear when I
open the database normally. But, I don't want that option turned on.

Is there a way to have the Send To button available on a custom toolbar
without having Allow Full Menus checked at Startup?
