Send Weekly Email Automatically

Hello,

Is there a way to send an mail message out on a weekly basis automatically (example every Monday at 10 AM) without purchasing an additional tool to do so.?
I am using Outlook 2002 w/ Exchange Server. If not can it be done in Outlook 2003? Thank you.
