Sending Mail to External Addressees

I have a client who is connected to an Exchange Server
(on Small Business Server 2000). He has a POP3 account
set up for his external mail and and Exchange Server
account with the list of local recipients.

To allow him to send external emails, I have had the
order to send to the POP3 account first, then the
Exchange Server account. Since upgrading his PC and
installing Outlook 2003 as the client to Exchange Server,
he can no longer send to his local recipients. It would
appear that all emails are being sent to the POP3 account
and being rejected (rightly) by the POP3 server.

I have experimented and found that changing the order of
sending does allow him to send to local recipients, but
his external mail disappears, never to be seen again.

Previously, he was on Outlook 2000 and this was never a
problem. All other users on the network are running
Outlook 2000 in the same fashion, without problems.

Can anyone offer an explanation as to why this should be
a problem with Outlook 2003, and how I can fix it?
