sensitivity setting & delegate rights

Our secretaries here have full mailbox access to their attorneys' mailboxes.
Even if an email is flagged as Confidential they can still see it in the
attorney's Inbox and open it. Is there a way to flag an email so that only
the mailbox owner can see it and open it?
