Server claims I am relaying..

Hi,

I am using: Microsoft Office Outlook (Microsoft Office Outlook) on Windows XP Service Pack 2 build 2600, and I have the following question:

I have an account on my ISP. yet, when I send a message to anyone outside of that ISP, I get a return message from the server saying the message was not delivered because I was 'trying to relay' which is blocked.

1. What does that mean?
2. What shall I do about it? (outside calling my ISP which charges me for every call and outside of changing ISP which is not an option)

What SMTP server are you using? Your message seems to be coming from
hosting-igld-137-212.inter.net.il, IP address 213.8.137.212
