setting and retaing Date Settings

When I select the select the Regional Options as "English (Australia) I
expect to get the default Date format of dd/MM/yy as I do with other
computers. Instead I get MM/dd/yy as the default.

When I try and set the date format in Custom Regional Settings to what I
want, it is not retained when I reboot.

Any suggestions for a fix?
