Setting up email templates in Outlook

I'd like to create an email template in outlook with
attachments and cc: addresses. For example: I'd like to
be able to send an email and for the template to stay the
same with the attachements, wording etc.

I would think that the best way to do this would be using
a form. In Outlook select tools-form- design a form. Once
done this can also be published to your exchange server to
make it available to everyone.
