Once i setup pop3 and smtp on exchange server, how do i
configure outlook 2000 to pick up mail for each individual
user?

When you add a new mail account to the Outlook client you choose the
'Exchange Server' option. It's that easy.

then why does all mail go to one user and then he has to
forward them on to whoever the mail belongs to?

The other users have their mail accounts in outlook
configured the same as the person above and yet all mail
goes to the person above. Do you know why this is so?

All users should have their own mailbox on the exchange, and each
client set to access that mailbox.
