shared borders? themes?

Maybe someone can help me with this. I have a web page
that I need to update which I believe has shared borders
or themes or some combination of the two. I have been
trying to add a couple of hyperlinks to the top of the
page (top border?), which I would like to appear on every
page of my web. However, whenever I try to 'apply' either
as a theme or shared border, no changes are applied to any
other pages. Is there some kind of trick to this?

Format Shared borders and make sure top and include navigation option is set on all pages
Then create a navigation view
Apply a theme (Format Theme) if you want buttons instead of text links
