Shared One note files on Sharepoint don't merge data

I recently set up a onenote notebook on our internal sharepoint site. Some
of the contributors were accessing my notes on sharepoint, and adding new
pages.

When i finally synced my notes, one of my pages was removed from my notebook.

I had believed that any new pages would have been merged into the notebook
on sharepoint.

Yes, if you're syncing via SharePoint it should all be merged fine.
Sounds like something went wrong.
If you look down in the lower left of your notebook bar, do you see an
icon that if you hover over it says "Misplaced Sections". If so, click
on that and look in there for a section with the same name and see if
your page is in there.

If not, is it possible someone accidentally deleted your page?

Is there a way to set up a onenote note book which is shared in sharepoint
where users can not delete a page, but can add pages, and track changes?

OneNote does not offer granularity of security.
Sections can be password protection.
Windows security might be used to restrict edit access to a .one file (i.e.
a OneNote section) or a folder (i.e. a OneNote notebook).
But once a user has access to add or modify OneNote pages in a section they
also have access to delete because as far as the OS is concerned it is all
just modifying the contents of a file.

The last modified user & date can be determined from OneNote, but not a
history of users and timestamps.

So these would appear to be too blunt instruments for your to achieve
deletion prevention and tracking (bearing in mind that even if delete is
disallowed, this does not prevent a user inadvertently removing the contents
of a page).

Your options include:
- user education
- reliable and accessible backup system to recover from the odd accident
- move to a document management/version control system
