Sharing between users

I now have four different user profiles on my computer. Is there any way to
share programs between them? Or will we each have to upload them separately?
Also, can we share files?

This is an operating system issue, not an MS Office applications
problem. Placing the shortcuts to the programs in "All Users" Start menu
will make them available to "All Users".
