Sharing outlook on a home network

How do you set OUTLOOK up, so the slave PC can send email,
as well as the Master PC?
Does each computer get a phone line, or do they
communicate from the Main PC's modem?

This is not an Outlook configuration, You'll need to set up a network. Ask
in a Windows newsgroup on how you can do that.
