Sharing protected workbook between Excel 2004 and Excel XP

To all:
I cannot access any shared protected workbooks with write abilities on
Mac to PC or vice-versa.

I have an office full of OS X Macs running Office 2004 and an OS X
server(10.3.9).
Also we have a couple of PCs running XP with OfficeXP(2002).

I can create a workbook on either the Macs or the PC and share and
protect this file.( It is not saved as read only) When I try to open
this file on the alternate OS it will only open as read only and will
not give a prompt for a password. It also has no option to unshare the
workbook.

Any other computer running the same OS as the system the Excel file
was created on will be prompted for a password and opens correctly.

For example:
I create and save a file in Excel 2004 (not read only) in a public
directory on the server. Then I share and protect this file. I can
go to any other Mac running Office 2004 and open the file no problem
(after being prompted for the password). When you go the the PCs and
open the file it automatically opens as [Shared] [Read-Only]. This
whole scenario is the same in reverse(saved on PC). I have tried saving
passwords everywhere and nothing works. Is it just a compatibility
issue?

I know it is not permission issues because I have no problem open
unshared files. It is only the protected shared files.
