Sharing pst file

Hi, can you share one pst file for two different users?

Yes and no...you can point both users to the same .PST file but they cannot
both have it open at the same time, at least not without a 3rd party tool.
http://www.slipstick.com/outlook/share.htm lists at least one such tool.

If there is a third party vendor who can do it, why can't
Microsoft include that feature in its MS Outlook?

You can buy spinning rims for your car, but Ford doesn't make them.
Microsoft's solution for shared calendars/contacts/mail is Exchange
server....usually overkill for small offices/home users, but they do make
it.
