show hyperlinked picture on form

I have a form in which I would like to have the user click a command button
to bring up the edit hyperlink dialog, then they can select an image to
hyperlink, and the image shows on the form. How should I go about this. I
have tables as follows:
tblPicture:
pictureID
pictureName
