'Show Outlook Tasks'... can time entry be done in PWA?

Time for Outlook tasks can be updated in Outlook and
imported into the PWA timesheet but that creates an
environment for resources where time is entered into two
interfaces, Outlook(outlook tasks) and PWA(project tasks).

How can time management for tasks imported from Outlook be
done in PWA..?

I'm not clear what you're saying about Outlook tasks. The importing the
system provides is for information purposes only. Outlook tasks can't be
reported on in Project Web Access, only viewed. You can display the
timesheet in Outlook by using the link on the right side of the home page in
Project Web Access.
