Slow Performance

I have created 4 databases with Split BE/FE's and all are ranging from about
4 MB to 20 MB and are accessed by about 2-12 users at one time. These
databases have recently been placed on a large Windows 2000 server. Some
users access the databases via a terminal, some through a regular PC, some
through a VPN Connection, and some through an RDP connection. Since I've put
the databases on the server, performance has slowed way down. I feel I have
done all that I can do to speed up the performance of these databases (I have
referred to Tony's performance websites and etc.), but they are still way to
slow. The company is now thinking about installing a Terminal Services
Server, but before they spend all that money, I'm wondering if it's really
going to speed up the performance. I should mention, none of the users have
the software on their local drives and the BE and FE are both on the server.
I know I should probably put the FE on their local drives (and install Office
2003), but I am constantly changing things, so I would have to go there and
update everyone's computer, weekly or so. Any help/thoughts would be greatly
appreciated. My name is mudd with these people because I have slowed down
their new server!!
