Slow Start when oulook connect to Exchange Server

Hi,
My company uses Exchange 2000 for about 1 and half year.
Everything OK until last month.

Within the local network, all users face a problem when
Outlook open and connect to exchange server, a error pop
up.

Connection To Microsoft Exchange Server
Your Microsoft Exchange Server is nuavailable.
Retry Work Offline Cancel

After retry 2 to 3 times, outlook can start. And
everything alright.

The network speed is OK.
I have put the server IP in the client's hosts file,
edit the RPC Binding order in both client and server,
still cannot help.

Anyone know the solution?
