SOAP and SQL Server

Hello,

I would like to know if it is possible create a new
project using Project Data Services (PDS) with SOAP. I
have found methods to create new resources or to access a
project but not one to create a new project.

Is there any possibility to create a new project in
SQL Server without using Project Professional or without
working directly with the tables of the SQL Server? If I
can create, can I open this new project from Project
Professional? Using ODBC?
