PhotoFiltre (not the Studio version, that costs money) at
<http://www.photofiltre.com/>

Open the picture, go to Filter->PhotoMasque and pick from tons of
choices predefined (and more on the website). Or look at their
tutorials and see how to do even more complex ones yourself.
