Some mails will not go out

I am using Outlook 2002 (from the Office XP package). When replying or starting a new email, most times the email will stay in the outbox box and will not be sent. Nonetheless, if I redo the email IDENTICALLY most times can be sent (during the second attemp). Any hints? Thanks.
