Hi NewFox,

MS Office no longer includes the 'alternative input' tools for general use. The dictation feature has been taken back by the
Windows team, who basically focused on having it work in Vista.

You can install the SAPI v5.1 Software Dev Kit (SDK) from http://microsoft.com/downloads which has the speech engine in it, but
while you may be able to dictate text, command mode doesn't seem to work as well. You may want to look at one of the 3rd party
products, such as those from http://nuance.com as well.
