Splitting a picture to use in Publisher 2003

In a brochure that I am going to use, there was a picture that had been
'split' into pieces (4 down and 4 across) with just a tiny bit of space
between them. I'd like to be able to do the same with one of mine. I'm not
a graphic designer by now means, but would like to know how this is done.
Anyone out there that can assist me?

Copy, paste as many copies you need, stack the pictures. Create guides, using
the crop tool, crop each layer. Adjust.

Sounds like an awful work to me....do you need a picture with like a
tic-tac-toe board over it?

Create lines, separate the picture that way.
