The Spooler error message is caused by two conditions in your project
environment:
1. Your Project Server administrator has specified in Project Web Access
that accounts cannot be created when publishing from Microsoft Project 2002
2. Your project plan includes one or more Local resources (a Local resource
is any resource not found in your Enteprise Resource Pool)
When you attempt to publish a project that includes Local resources,
Microsoft Project checks in the Project Server database to see if there is a
PWA account for each resource in your project plan. For each resource that
has a valid account, Project publishes their assignments to PWA. For each
resource that does not have an account, Project attempts to create an
account for them automatically. Because your Administrator has denied you
permission to do this through Microsoft Project, you are returned the
Spooler error which you noted.
The big question is this: Do the Local resources in your plan need accounts
set up for them in Project Web Access? If the answer is yes, contact your
Project Server administrator and ask him/her to create accounts in PWA for
each of these Local resources. The new accounts will need to have the same
exact name as the Local resources in your project.
If the answer to the question is no, then you can quickly solve this problem
by changed the Local resources to Generic Local resources. To do so, apply
the Resource Sheet view, then double-click each Local resource's name. In
the Resource Information dialog box, select the "Generic" checkbox, and then
click OK. Microsoft Project 2002 is programmed NOT to publish assignments
for Generic resources, so you should not see this problem again. Hope this
