Do you want to disable the start-up catalog? Tools, options, clear "Use Catalog
at startup."
Not sure what you mean... Publisher generally doesn't open with a template.
When I start Publisher and click on Exit Catalogue, or just start a new
publication, it comes up with a blank page. This page has a number of
characteristics already set, such as the Layout Guides, Options etc. I wish
to change some of these so that I do not have to alter them each time I open
a blank page.

You can create your own template. Arrange it and save as files of type as a
Publisher template.
