Start WBS Codes at 0

I'd like to have all my projects start WBS codes at 0 (i.e. Phase 0 = Initial
Screen, Phase 1 = Concept Development, etc.) I can create my own strucute,
but it seems like no matter what I click or check, everything still starts at
1. Thanks!

Actually the WBS sequence does start at "0" (take at look at the WBS for
the Project Summary Line). However, that may not quite be what you want.

Fortunately, the WBS field is user definable so your best bet is to
create your own structure - I'd skip the "strucute" idea
