Steps to making a webquest?

I need to create a webquest assignment for my middle school students. I
don't know the first thing about a webquest . How do I get started? Should
I plan the lesson like writing a book with questions? Where do I get
background templates? Where can I find pictures or graphics on my topic?
How do I make the webquest active? What is the difference in a reference
page of websites and a cited webpage? Please help

PowerPoint is not the right program for a webquest. You will need a website
editing program like FrontPage.

Ute is right that an HTML option might be best, but if that isn't an option
for you, you can do it in PowerPoint. However, no one can give you the type
