Stop automaticly changeing the header/frame of new web page

I want to add different set up of new web pages to my website. Everytime I
make a change to the header/frame in the template that I started with it
changes all the web pages. Is there some way to just change individual web
pages without the header/frame changing using FP2003?

Don't use Shared borders
- they are common to all pages
