Strange acting text box.

Hello Folks
After thinking I knew all there was to know about Publisher, I have come
across a feature that I cannot re-create.
In the menu templates, some of the text boxes contain text that you cannot
edit, it can only be deleted. When clicking and attempting to drag, the text
box gets a pink line around the edge.
Please can you tell me how to re-create this (and what this feature is used
for)

The pink only appears when you move the text. You can move the text out of the
box to another area, a new text box is created with the highlighted text. You
can recreate this in any publication. Highlight some text and drag it to an
empty area.

Templates generally don't have editable text, when you click on the text all of
it is highlighted.
